We're still waiting for all ten people to vote, but the daily change vote will not get the six needed votes. That means we're going to have a second vote on a player replacement rule. I've heard from a lot of you saying this is something you still want to have, and I agree that if done right, we should look to have a way for owners to replace players that miss games. However, we'll need to eliminate the issues from the last couple of years.
This is the proposal up for a vote, after getting some feedback from some of you.
-Since ESPN settings will return to locking owners out from making changes during the week, the big change will come in how we'll go about making changes. The process will be as follows: the owner wanting to make a change will e-mail his opponent and the commissioner / LM by noon that day. The owner will have to give the explanation for the change (what the reason for the replacement is, source, etc.) If the move is legal, the changes will have to be made by the commissioner or an LM.
-The player to be replaced must have already missed a game, left a game due to an injury, or have an absence that has been confirmed by a legit source (placed on the DL, ESPN/rotoworld/etc)
-No owner can get an extra game because of an injury (for example, if a player is announced to have an injury on Wednesday, but his team doesn't play on Wednesday, an owner can't replace him with a player who's playing on Wednesday)
-No owner can get an extra start from a pitcher because of an injury. In other words, if a pitcher is slated to make just one start, an owner can't replace him with a pitcher to get a 2nd start that week.
-If a pitcher is scheduled to make two starts (1st start on Monday; 1st start on Tuesday and team plays all days between Tuesday and Sunday), and he cannot make his 2nd start because of injury, owner can replace him with a pitcher to make a 2nd start.
-An owner will be allowed to replace a pitcher if he hasn't made a start during the week, with a pitcher that has the same amount of starts scheduled for the week.
